An ambitious 10-year draft Community Strategic Plan for Hornsby Shire has gone on public exhibition until 21 April 2025 after being adopted at last night’s Council Meeting. Titled Your Vision | Your Future 2035, the Community Strategic Plan is the highest-level plan that Hornsby Shire Council prepares and is developed collaboratively with the community.
Your Vision | Your Future 2032 is the community’s plan envisaging what our citizens want Hornsby Shire to be like in 2035 and covers the period from 2025 until 2035. It identifies your main priorities and aspirations for the next 10 years and outlines the various strategies to achieve them. Every project led by Council is guided by this plan.
The major challenges our community has identified for the next 10 years include population growth, housing affordability, traffic and transport, economic and technological change, preserving our natural environment, climate change, social diversity and resilience.
Hornsby Shire Mayor Warren Waddell said, “As a Council, it’s important that we remain community-led in all our projects, decisions and plans. That’s why we’re excited to seek your feedback on Your Vision | Your Future 2035, our Community Strategic Plan.
“In preparing the document, we have considered the feedback from over 10,000 residents, as we work toward a more prosperous and sustainable future for our residents. I strongly encourage you to share your thoughts on this important document to ensure we your voice is heard on the future of Hornsby Shire.”

Also at last night’s meeting, Council:
- On receiving a Mayoral Minute, resolved to coordinate an informal Councillor briefing to discuss a review of the effectiveness of Council’s tree controls and tree management approach to ensure a balance of safety, protection of assets and alignment with Council’s Urban Forest Strategy 2021 and Biodiversity Conservation Strategy 2021.
- Resolved to determine the applications, quantum and period of funding it wishes to allocate under the Community Events grant program.
- Nominated to implement a new weekly food organics (FO) recycling service with a fourth collection bin, to commence on 1 July 2027. This has been led by a NSW Government FOGO Mandate requiring local councils to provide residents with a weekly food organics service by 1 July 2030.
- Endorsed the draft Hornsby Town Centre Public Domain Guidelines, draft Hornsby Town Centre Precinct Section 7.12 Development Contributions Plan 2025 and draft amendments to Hornsby Development Control Plan 2024 for exhibition.
- Endorsed the appointment of the members of the Hornsby Design Excellence Panel.
